To add to Tom's comments. For now, the Java Access Bridge and a JRE provide ALL accessibility support for the Windows builds. Will eventually change with likely implementation of an IAccessible2 native bridge (fdo#39956) to the UNO Accessibility API. But for now Java remains a requirement.
