Just to be clear: do you want to insert a new indent, or a new footnote? Has your document been generated with LibreOffice, or is it some import (say, from MS)? Click into one of your properly behaving footnotes and hit F11: which paragraph style is highlighted? How do you want your footnotes to look like?
