This is a bug in the x86 (32bit) version only. This is an error in the 5.x branch and it has already been reported https://bugs.documentfoundation.org/show_bug.cgi?id=95184 Don't worry about the automatic download. LibreOffice is ALWAYS set to WARN the user about new versions but does NOT automatically download the files. The fact that the options are missing does not mean there was a change of mind by LibreOffice/TDF. It was simply an error.
