I don't know what kind of "file" is in the .wps format.
It's about 5 pages of mostly plain text I can see a bot in WordPad.
Word 2016 doesn't open it.
I tried to reach that converter application and when I tried connecting

Which was removed in MS Office 2007... so basically no: if you / your friend
does not also have a decade old software
