Have you tried renaming your user profile? Is it possible the problem is being
caused by an Extension?
I'm not sure if it would be better to post a new bug-report and link to the old
one, or just add a comment to say the regression appears to have reappeared.

The wizard make use of Java. Well, they did.
Do you have Java installed et correctly declared within LibO ?
(tools/Options/LibreOffice/Java)
If you have, which version of Java are you using.
