I find Master pdf Editor to be a useful tool. It is free form non -commercial use. It can be a wee bit slow on my Linux openSUSE Leap 42.1 but has many features that you may have seen in Adobe Pro, and is also available for Windows. See https://code-industry.net/masterpdfeditor. Cheers Harvey On M

If you really only want a light/fast PDF *reader* than for Linux try Evince and for Windows try Sumatra. If you want some basic PDF tools (not a full PDF editor) than for Linux try PDFshuffler and for Windows try PDFTK Builder for which you can find a link on this page: http://www.angusj.com/pdftk
