yes, download your desired version of libreoffice, in 4.3 branch,
4.3.7.2 is the best from this link if you are using windows.

https://downloadarchive.documentfoundation.org/libreoffice/old/4.3.7.2/win/x86/LibreOffice_4.3.7.2_Win_x86.msi

or change its extention and download for your operating system.
when you install it, in your folder that you installed libreoffice,
for example: local disk c, program files, libreoffice you have its
license in three formats.
license.html, license.txt and also license.fodt.

you have downloaded a package and inside the package there should be a 
file LICENSE.html for the license of LibreOffice and a file NOTICE 
(actually plain text) for the integrated foreign work.


The package has a folder readmes with installation instructions.

I do not know the current rates, nor how it is calculated, or
determined, of any of those firms, or individuals.

In years past, the most common models for charging clients were:
* Flat rate;
* Specific currency amount per unit of time;
* Per incident;
with different rates being charged, depending upon which tier the
requested service fell into.
