Hi :) Do you have any personal info stored in Tools - Options - LibreOffice - UserData I seem to remember some weird bug about this sort of thing not working unless there was some personal data in there? Even if it's fictitious or so generic that it doesn't get traced back you you as an individual it seemed to help with something like this a few months ago. When I tested this with file with a password, I was asked for it every time I opened the file.
