cannot run in PE Pe_C02_Ba because it only offers 0 slots

The project configuration is standard and the user is member of ACL.
Only this one change in the queue configuration was done.

Projects should be probably ignored for AR , I do not see any relation or
dependency here. Or I'm wrong?
