My SMSC operator ask a fee for each delivery receipt I get. In the user guide I can read: The value is a bit mask composed of: 1: Delivered to phone, 2: Non-Delivered to Phone, 4: Queued on SMSC, 8: Delivered to SMSC, 16: Non-Delivered to SMSC (...) So, my question is: will my operator bill me

What you really want to do is have the phone deliver SMS messages to the TE (terminal equipment). You can change your CNMI settings in the init string to do what you want to achieve. CNMI settings tend to differ from phone to phone so look yours up in the Ericsson manual or somewhere on the
