pgsql its not complete.

The case with me is
when
I am coding my outgoing message to use UCS-2 so i can send accents
and latin characters like ñ, but the length of the coded string is 4
times the orignal text, for example:
If i code this: "Hello this is a test" 20 chars
the output that i sent to the operator is:

whenever a sms is received a request a made is webserver.Now what kannel
does is it sends a message "Message could not be represented as sms".How can
i stop kannel sending this message.
