I am using kannel 1.4.3 for SMPP, Can i configure the number of sent
messages per second to some value like 10? or can i set a delay between
submitting the SMS?
Another thing is can i configure the sleep time after the SMSC returned
error code

actually i checked kannel code and it looks that it supports payload but i
think
that in deliver_SM while i want it in submit_sm
any suggestions?
