Is it possible the following using Kannel:
- Kannel connects to SMSC using SMPP
- third parties companies may connect to Kannel isong SMPP as well.

Kannel can act as a SMPP client, not server. To do that you need a third
party SMPP plugin for kannel that allows you to connect ESMEs to kannel
using SMPP.
There's a commercial addon called smppbox being developed by Stipe Tolj that
you can use to achieve this.

- kannel should forward this to a 3rd party

a single instance of kannel is availbe for this scenario
configure
get-url on your sms box than your sms will be forwarded to an url
configure sms-service in your sms box
will make your kannel able to receive http request to send sms over
SMPP or other SMS protocol
