changing language for users doesn't work

hi i have the following problems i m using fedora 13 with the latest updates when people want to log they don't have the choice to use the language the only menu they got is for choosing the graphic environnment ( kde , gnome , etc etc ) the version of gdm is this one gdm-2.30.2-1.fc13.i686
