That is a source rpm. I have no idea where you got it from. What ever it is,
it would need to be
run through rpmbuild to create a real rpm for installation.

As far as I can tell, there was never a Utopia font package outside of
texlive. In F31, there was a cairo change and it can no longer use
type1 fonts.
