Yes, you are exactly correct (I saw your GitHub issue/pull request about this
before I saw this email).
We will fix this in 4.0.1 in the very near future.

We have both psm and psm2 interfaces on our cluster. Since show load errors was
default to true from the v2.* series, we have been setting
"mca_base_component_show_load_errors=0" in the openmpi-mca-params.conf file to
suppress the load errors. But in version v3.1.3, this only works for
Gilles submitted a patch for that, and I approved it a couple of days back, I
*think* it has not been merged however. This was a bug in the Open MPI Lustre
configure logic, should be fixed after this one however.
