Open nebula doesn't force you to get an ip address if you don't want, it
just uses the ip address range to create the mac address, you still free to
get dhcp addresses any way you like. If you are using linux bridging it
will work fine with your dhcp server.

Solved the original question by creating a virtual network of range
type as suggested by Olivier, and specifying the network address and
network mask. Simply specifying the MAC address in the VM template is
a bad idea.
