In 1.11, usage of t_on_failure (and of a failure route) froma local
route is possible. Give it a try, it should work :).
In regards to the B2B replication - there is not yet on the map (at
least not for 2.1) . It will be consideredafter doing some refurbishing
of the B2B module.
