Can you be a little bit more specific? What are you trying to do while
this message pops up? - Are you using the GUI, or are you running a
script? If a script - could you share a few lines of code that
reproduces the error at your end?

I added SciLab into Security/Privacy/Full Disk Access.
Works fine. But furious about the way the newer Mac OSses make life ever more
difficult..
Does anybody have a better suggestion?
