The semi-colon doesn't work as a path separator under Unix, you need to
use a colon in you doclet path. Replace ; by ${file.pathSeparator}
Actually, it may be better to specify your dependencies with a
dependencies tag in your plugin. See
http://maven.apache.org/pom.html#Plugins
