Today I ran into the same problem. It seems ibiblio has done a cleanup
of their repository. However, once published jars should stay there
forever, especially the jars that Maven depends on. I can not control
its version from my project descriptors. A (ugly) workaround is to
download the jar
It'll be fixed in the next hours. Sorry.
