I had a similar problem under fedora with kannel. In my case the problem came from the permissions of the /dev/tty. In fedora, the device is created with root ownership/gorup but without write pemision to other users... I  worked arround by modifying the init script and changing the ownership/group of the device to the kannel user with chown/chgrp

Unfortunately, I remembered that my Kannel doesn't work, so I'm again dead in the water. I posted three times to kannel-users about this problem:
