I am having difficulty applying a different page style to new pages in
an existing document. Double clicking, as instructed in the help, does
not change the page style.
The only way i have been able to apply a new page style is when the
document does not have any text/content. Is this a bug?

I want to create a template similar to the default black on white, but using a

If at first you don't succeed, then
Erwin asks whether updated templates will automatically update the
template-defined styles in a document previously created with that template.
The short answer is no.
Although the file name of a template used to create a document can be carried in the document
metadata, not all implementations

The TL;DR: OpenOffice and the OpenDocument Format *only* have styles and the
styles work in hierarchies where style features are inherited and operate over
different hierarchy classes of styles as well. So-called local formatting is
accomplished by imposing styles.

With some adjustments, you can create sideheads using the Marginalia frame
style.
I do not really understand, what you are looking for. The predifined
frame styles have special properties, which are geared to special kind
of frames. They are automatically choosen in most cases
means that the text
takes up more space. You see sideheads sometimes in technical documents.
