There are two ways:
Your operating system's keyboard may allow you to enter special characters;
e.g. with MacOSX you hold down the vowel or other key and you get a menu of
possible marks to use.
OpenOffice has an Insert... Special Character... on the menu that gives you a
matrix of

I might have an example from inside VB in either AndrewMacro.odt or oome.odt on
my website. Not a position that I can check that right now. I know I tried it
once just to do it but I don't remember the particulars.

I am unable to communicate to Calc using Agilent VEE. Graphic visual basic
