I am not sure how split brain works in ovirt. In other cluster solutions
you can have an even number of nodes such as 4, 6 , 8 etc. All nodes writes
to quorum disk, say we have four nodes if one node goes down the other
three will vote
node 1 says I see node 2 and 3 but not 4
node 2 says I
I sort of fixed this by testing new data center data center from v4.6 to
v4.2 and in 4.2 this worked
So I wonder why this is happening?

like to do this with CLI but I cannot find any example for Fibre Channel

When I worked with OLVM 3 and when assigning direct lun to the guests in
the guest I could obtain LUN's wwid with this command
/usr/lib/udev/scsi_id -g -u -d /dev/sdc1
