Yes, that is correct. Only template I have now is blank template.
I actually had another template that i created few days ago, but today i have
deleted it, so now I only have blank template. In the meantime i didn't do any
upgrades of oVirt, versions are same now as before.

When you try to follow the documentation for rhel 9 you can't install the
cockpit-ovirt-dashboard. The package is missing. Even on ovirt version 9 the
dashboard is missing from the cockpit interface.

The bug you've mentioned happened only when there was no other template
except for the Blank template. Is it your case too? Do you currently have
only the Blank template?

No matter what I try I cannot update/upgrade my hosted engine.
All mirrors are local and have been updated.
I have changed the repo files to Stream and carried out a dnf update --nobest

I can't replicate it. Ovirt installed properly this time. The only difference
was that instead of setting gluster first I've started the hosted-engine
--deploy and then the gluster

On a 4.5.1 DC, I have imported a vm and its disk from an old 4.3 DC
(through an export domain if that's relevant)
The DC/Cluster compat level is 4.7 and the vm was upgraded to it.
