Solved it though installing cloud-init 18.03 and using Custom script to
generate network config in /etc/cloud/cloud.cfg.d/
Cloud init 18.03 installation:

Thanks for the advice using dd.
I found the main reason for the low level of performance.
The problem was in the faulty battery from cache-module on the disk shelf.
We also used a low-performance RAID configuration.
