For the workaround, you could also use this example from the python sdk:
https://github.com/oVirt/python-ovirt-engine-sdk4/blob/main/examples/add_template.py
With just a few tweaks, one should be able to add a new template.

As far as I can see, once keycloak is enabled, local users can no longer
login. (only admin@ovirt works).

Regarding Keycloak related errors. This seems like a result of something
else going wrong rather than the keycloak issue itself. Preparation of
keycloak-add-user.json happens quite early in the setup process.
Anyway, please ping me if that happens again.
