Thank you for the reply. I did downgrade QEMU to the version 6 based off the other ticket/problem and still received the same result. When sending email I accidentally used a different email and there are two threads opened on the same problem. I have tested this setup leveraging NFS rather than gluster and am receiving
the same error on the ansible step when guestfish injects the network
information into the hosted engine.
The ovirt ansible final clean log shows:

[ovirt-users] Re: Engine deployment fails with engine booting to grub rescue
After doing a bit more research, I was able to get the engine to boot by issuing CTRL-ALT-DEL through remote viewer. I am uncertain as to why that appears to fix the problem with the engine, however after such I have added additional hosts, and reinstalled the first host that failed on the original deployment. During the three previous failed deployments, using the OVIRT rpms from the resources site, I manually specified the engine OVA path, which produced the same results. I dont know if this install problem has to do with imageio or how all the OVA's were sealed on creation but the logs from the engine doesnt show anything out of the ordinary and the engine has all the environment variables inputted during the deployment. Yes sir, I run the clean up script after each failure, clean out the gluster volume, and remove any network the deploy scripts create. I just conducted the deployment on different hardware (different drives, different CPU, raid controller, SSD's) and it produced the same result (failure at OVF_STore_check). The only deployment items that are consistent are creating the physical network bonds and gluster volumes which can be mounted across the network and have been tested as storage pools for other virtualization and storage platforms. I am trying to freshly install oVirt 4.4.1 with HCI on CentOS 8.2. I am using the "hosted-engine --deploy" script and the installation fails at "Check the OVF Store" consistently. I did try to apply the fix loaded on Jenkins (https://jenkins.ovirt.org/job/ovirt-hosted-engine-setup_standard-check-patch/183/) which produced the same result. Any help is appreciated and I ma working to attached the install log.
