Can you have a look at your network setup dialog in ovirt webadmin if
the network is in sync?
If not, please do a resync.
You're right - the ip address should be on interface ovirtmgmt, not on
em3.

- Create new datacenter and cluster
- Set VLAN for ovirtmgmt network in new DC
- Delete localhost from Default cluster
- Configure VLAN tagging on host manually
- Join localhost to new cluster using oVirt Admin Portal
