objects, I did not as yet create any additional objects of said types.  Not 
going to increase the complexity of the environment until I get this issue 
understood and resolved.

generally speaking, you should be able to create an EXPORT\ISO domain and 
attach it to the current data-center, if you can't it just means that there is 
no working data domain and pool is not initialised.
please make sure pool (data-center) status is up and running, one of the hosts 
is functioning as SPM.

I can talk for my all-in-one config installed on Fedora 18 with
version 3.2.0-1.20130115.git2970f58, configured with local on host
SD for data.
it happens:

- ISO domain already existing and attached (it doesn't matter if
active or inactive)
I cannot add a new ISO domain

- ISO domain detached so that I only see it under the top System
view, Storage tab
I can add a new ISO domain: it appears in the drop down list of possible types

I've not a 3.1 environment to verify, though...

a pool can only have 1 iso and 1 export domains.
if an iso is already attached to the DC you will not be able to add a
second iso.
