HI,
If your uploader file is less than 100M（the brust）? If it is true ,
then the 2m/s is not effective.
IMO, if your uploader file is 150M. the first 100m is send as full
speed as your environment, then the last 50m is send as 2m/s

I have check and found that the Network QOS not working for VM outbound....it's
working fine for Inbound only...
