In my opinion, reinstalling the engine will never give an insight how the situation went so bad. Currently, at least the HE can live migrate between host1 & host3 and most probably will power up properly in case of serious problems. Yet, it's quite strange why the setup of host2 failsand on top

As we have tested off the list, it seems that the symbolic link in /var/lib/vdsm that ovirt-ha-agent/broker create was missing.Yet migration succeeds, but the donor host looses score as the vm 'died unexpectedly'. Try to cleanup the host2's metadata and try to provision it , so you can proceed
