Just to followup on this, we were able to use noVNC after installing the CA as 
outlined here:
https://access.redhat.com/solutions/6961618

On Windows, however, we found that we needed to import the certificate as an 
Admin using mmc.exe rather than using the browser's settings.

Hi,

I am unsure about your initial problem, all I can say is I have also 
seen this on RHV 4.5 SP1. My workaround is to use ssh serial console.
