[ANNOUNCE] RTEMS 4.11.3-rc1 Release Candidate

Hello,

RTEMS 4.11.3-rc1 is available for testing. If you are using RTEMS 4.11.2 we
encourage you to test and report any issues before the release date of 14th
February 2018. The release is available here:

 https://ftp.rtems.org/pub/rtems/releases/4.11/rc/4.11.3-rc1/

Issues fixed in this release are in the release notes and you can view them
online here:

 https://devel.rtems.org/wiki/Release/4.11/4.11.3

I am building all architectures in the '4.11/rtems-all' build set on FreeBSD,

That is the MSYS2 compiler and is not the compiler we use to build the tools.

You need to try x86_64-w64-mingw32-gcc as taken from below...

Wrong gcc. On Windows there are 2 which can be confusing. We want the one that
creates native Windows executables.
