SOGo packages for Ubuntu Lucid Lynx (10.04) are now available at :

How often are the packages currently updated. I've seen sieve additions in the
Changelog and was curious to see them, but couldn't find any.

Have you set to YES the following configuration variables ?
SOGoSieveScriptsEnabled
SOGoVacationEnabled
