I do not have it set. All I have in my
/home/sogo/GNUstep/Defaults/.GNUstepDefaults is:

SOGoTimeZone
Europe/Helsinki
SOGoLanguage
English

What have you set in your configuration for SOGoSupportedLanguages ?
If it is not set, you should be able to use all supported languages per
default.
If it is set and Finnish is not included, just add it.

No I cannot: there can I select Suomi (Finnish) just fine.

So it's just my upgraded installation. Any ideas what to try to solve the issue?

I have a small problem though:

After upgrade from 1.3.15 I don't seem to be able to refresh the
langauge selection neither on login or preferences page to show the
Finnish option.

I tried with a vanilla browser with Finnish interface and after login
the UI was in Finnish. But still I can't choose the new language from
the prefs nor at the login page.

 Is there something I need to do so I can new languages to show up?

SSL/TLS isn't yet support for the SMTP code. You can use stunnel in the 
meantime.

Oh.. I didn't know SOGo could do SMTP authentication as the logged in
user. We only support SMTP authentication on the submission port
(587/tcp) including TLS upgrade, or on the smtp over ssl port
