Yes, I have an account. I am logged in. After I registered I did not see
"Report Issue" button. Later my role was changed to "reporter". I see

As I can understand, according to RFC
https://datatracker.ietf.org/doc/html/rfc4918#section-9.3.1 error 405
should be returned
