revert, the frustration about that and I do understand that. But bad

svndumpfilter to export both into a single
dump.
Looks to me like svndumpfilter include is what you want, with boths
dirs mentioned as PATH_PREFIX.

because, like the error message says, it look's like a merge conflict.
You should contact your admin and change the used hook if your file
content is valid to commit.

will surely not modify Subversions code, but hook Windows
functions instead and that may be hard to debug. I found Process
Monitor really helpful in such cases, that's what it's designed for.

There's no benefit to do that client side only before a merge, this
would only unnecessary complicate things.

results to check the current time, but in almost every other useful
case you need the result of the merge to check for your condition if
it is somehow based on code.

If that really doesn't work because of some restrictions of SVN, which
I doubt, you may simply link your authz files throughout all your
repos using symbolic links with mklink.

You need to provide some details about the OS you are using, I suspect
a 32 Bit one and svnserve hits the 32 Bit 2 Gig per process limit.
What operation are you doing when the problem arises, a commit?

you need something as well, because people often make the mistake to
think they already know the best/only solution.
