Delete 'index.jsp' and place an 'index.htm' file in the ROOT directory containing your redirect. If you look in web.xml (in the Tomcat conf directory) you'll be able to configure the order of 'welcome' pages that Tomcat will serve if the user browses to the root of your web server.
