Cannot reload a virtual host webapp with web.xml

When modifying the web.xml (c:/mywebapps/app/WEB-INF/web.xml) the webapp does not reload with this configuration... WEB-INF/web.xml However, it does reload with the following, BUT, my webapp is loaded twice... WEB-INF/web.xml Note, I don't want to use the reload
