As such, it looks that someone added (uncommented) SSIServlet in the global conf/web.xml file on the server. Those settings are shared by all web applications. One should not modify the global conf/web.xml file. If SSI (server-side-includes) feature is needed, you should add that and to your own WEB-INF/web.xml file. A web application is not allowed to load the SSIServlet class unless the site administrator explicitly allowed it by marking that application as "privileged".
