DomReady JS is executed manually in Ajax response:
1) execute prepend JS
2) replace components
3) execute ondomready
4) execute append JS
As Ernesto suggested you can use:
if (requestCycle.find(AjaxRequestTarget.class) == null) {
response.render(OnDomReadyHeaderItem.forScript(...));
}
