resolved.
So this was a misconfiguration on my part but the issue with short urls was
there even when configured properly for that use. Should I report this issue?

I am combining structured and unstructured data on a single edit sheet. The
editing mode is accessed by the user from a standard LiveTable actions button.
The unstructured data is the page content which is included in the edit sheet

I am attempting to follow the backup instructions but no matter what I do all
connections to the database fail with the following error, or similar:
pg_dump: [archiver (db)] connection to database "xwiki" failed: FATAL: Peer
authentication failed for user “xwiki"
I have double checked the user
Is there a quicker way to test this without reconfiguring the server? After
looking over the documentation and my notes from configuration; removing the
short url setup seems like a daunting task to me.
