Hi Hamster,
unfortunately XWiki does not really have a "create space" right.
One way to do this is to remove the edit right at the wiki level for
XWikiAllGroup and to explicitly re-add it only for existing spaces. It's a
bit time consuming if you have many spaces, but it works.
