Just to make clear Vincent's remart: You did actually change the content of
the document when saving it, right?
I mean not just "Go to edit mode > press save", but "Go to edit mode > add
an empty space somewhere in the content > press save".
That way, when looking in the history,

No :(, the message is pretty clear: the user that is the last content
author of XWiki.DocumentTree (or XWiki.DocumentTreeMacros) page doesn't
have PR. I would double check this.

I'm logged in as "administrator" who has that special permission and
went to …xwiki/bin/view/XWiki/DocumentTreeMacros, edited and saved the
page.
