I don't think this is conclusive yet. It states that your XenServer is
capable of running HVM VMs.
try this:
xe vm-list uuid= params=hvm,name-label
if it's false, I'm not sure what's happening but if it's true I guess you
have three options:
1) wait for the fix on 4.11.0.1
2) downgrade your

I've seen similar behavior but in our case it was custom 4.10 (somehow
similar to 4.11 in this case) and XenServer 7.1 not 7.3.
Can you check in which mode VMs are started on XenServer? Since it's 7.3
I'm assuming they are brought up in HVM.
