I don't understand this. It is not a question of portrait/landscape. 
The question for me, working on a small screen, is to avoid having a 
3cm top and left margin around the text. On a netbook this represents 
about a third of the useful viewing area!

I noticed that the web page view does not change the page 
orientation.  So if .doc does not remember the view style, they may only 
care about the page orientation when saving the file.

I recall reading that you should always create/save and edit/save in odt format 
and then convert when you want to share it with someone who is MS Office-only.
I understand it's an extra step, but maybe you should put in an enhancement 
request.  I really don't see it as a bug.  Perhaps it was intentional.
If you can, try to convert them.

 Change your default working zoom. 188% will about achieve what you want.  The 
 top doesn't matter, surely?  You can just move the page down a bit to see 
 only page and not margin.

Not an extra step at all - open the document then do File-Send-Email as 
Microsoft whatever.
