Assuming you are using Gnome, If you go to Settings->Devices->Mouse, you 
can change the speed.

(I have just acquired a pen mouse, it is basically an optical mouse in the
shape of a pen.)

A one inch movement of the mouse on a surface, results in a 10 inch
movement of the cursor on the monitor (roughly). Is it possible to change
this so a one inch mouse movement would result in a two inch movement of
the cursor?
