Have you tried pdfedit or PDF Studio (

Would a bookmark suffice?

Evince (the default Gnome PDF Viewer) has a bookmark feature.

Oh, I see it, it is not called Evince, just 'Document Viewer'.

Not bookmarks, but 'annotations'.  And you cannot remove annotations.  
This should work as a first approximation...
